ZAC Gare des Mines–Fillettes covers 20 ha on both sides of the Boulevard Périphérique (ring road), between Porte d’Aubervilliers and Porte de la Chapelle. Within its perimeter are, in the north sector, the former rail yards (Gare des Mines), and, in the south sector, the Charles Hermite neighbourhood, as well as several sports facilities, including the Espace de Glisse Parisien (EGP 18) for boardsports. The project addresses multiple convergent challenges: ecological transition, economic and social development, urban renewal, overcoming the barrier created by the Boulevard Périphérique, better concentration of urban functions and facilities, and transformation of the interchanges (portes) into public squares connecting Paris with the neighbouring towns. The site will host the future Arena for the Paris 2024 Olympic Games.

Urban context

The Paris Nord-Est project, covering 600 ha north of the Gare du Nord and Gare de l’Est railway stations, is organising urban renewal in a host of neighbourhoods as well as the transformation of the logistics and technical service areas along the rail lines. It aims to create a metropolitan core of international stature that is smart, sustainable and inclusive. It is being gradually implemented through a number of development operations guided by a master plan that ensures overall consistency. They are scheduled for completion by 2030.

The Gare des Mines–Fillettes urban development zone (ZAC) is in the immediate vicinity of other operations in progress, including Ordener – Poissonniers, Campus Condorcet, Chapelle
Charbon, Chapelle International Hébert and Triangle Éole Évangile. The developments will contribute to the transformation of Porte de la Chapelle and Porte d’Aubervilliers into public
squares of metropolitan importance.

Like a piece of a puzzle, the ZAC Gare des Mines-Fillettes is part of a global urban transformation by creating strong links with its immediate environment.
To the east, the Arena dialogues with the Condorcet campus; its square opens onto a more welcoming "doorway to the square" of the Chapelle.
To the west and north, a new pole is attached to the changing urban space of the Porte d'Aubervilliers (Place Skanderbeg) and anticipates the development of the Sud Plaine sector.
In the centre, the structuring axis (north-south) of the rue des Fillettes and the greening of the banks of the Boulevard Périphérique announce its transformation.
To the south, the renewed and open Charles Hermite housing estate and the new blocks that extend it bring urbanity and transparency to Boulevard Ney.
The development operation creates housing, recreates sports facilities in and around the new Arena, introduces a range of productive and tertiary premises and accompanies the renovation of the Charles Hermite housing estate. The new constructions represent approximately 800 housing units.

A densely vegetated public space

The Forêt Linéaire, of the Paris Nord-Est project is a vast, densely vegetated public space serving as the backbone and focal point of the neighbourhood. It embodies the urban renewal process, uniting the various elements, overcoming the infrastructure barriers and better integrating the district in the larger territory.

Enjeux bioclimatiques

Des sols perméables et végétalisés
La place centrale accordée au paysage dans le projet répond en particulier aux enjeux bioclimatiques : atténuation de la chaleur par la présence des arbres, protection de la biodiversité par l’extension de la trame verte, perméabilité des sols et gestion des eaux de pluie pour préserver la ressource. Dans le périmètre de la ZAC, 7 hectares sont perméables et/ou végétalisés, soit 35% de l’emprise au sol de l’opération. L’aménagement du parvis de l’Aréna, où il faut concilier ces enjeux environnementaux avec la présence de 8 000 visiteurs en jauge maximale lors de certains événements, est un cas d’école. Avec ses jardins de pluie, le projet paysager de Michel Desvigne pour cet espace public parvient à prendre en compte les contraintes souterraines (réseaux, érosion du gypse par l’eau).

Une énergie renouvelable, la géothermie
P&Ma est accompagnée d’un AMO pour concevoir le schéma directeur carbone climat de l’opération d’aménagement. À partir de ce document de cadrage, qui tient compte des spécificités du contexte urbain local, elle définira les prescriptions à respecter par les différentes réalisations. Prochaine étape (2023) : établir le cahier des charges des constructions en vue des premières consultations de maîtres d’ouvrage et/ou maîtres d’œuvre. Le réseau de froid de la Ville de Paris s’est renforcé d’une installation de production de froid bas carbone, par géothermie, implantée dans le bâtiment de l’Aréna. Cette activité dégage aussi de la chaleur, dite «fatale», qui pourrait être captée et utilisée pour chauffer les bâtiments au moyen d’une boucle d’eau chaude. Une autre réflexion porte sur l’éventuelle desserte des bâtiments de la ZAC par le réseau de froid, sans renoncer par ailleurs aux efforts de conception bioclimatique passive.

Une attention particulière aux enjeux de santé
Hormis l’atténuation de la chaleur, d’autres enjeux de santé guident la conception du projet : confort des logements neufs et rénovés, protection des nuisances routières, développement de la pratique sportive, importance des espaces non bâtis (plus de 50%)… Une étude d’impact santé environnement est en cours : elle servira de base pour affiner les dispositions prises en faveur de la santé.

L’implantation d’un centre de santé municipal de 600 m² est d’ores et déjà prévu dans le programme.
